Based on a tweet from Google’s John Mueller, he is apparently able to see that generic filler content exists even in foreign languages he does not know.
Apparently this is not something that is really all that hard to do by somebody who is trained to identify spammy content.
Over on Twitter, John replied to a question saying, “If it’s the site in your profile, it might be worth also getting rid of all the rewritten filler content, if you’re trying to make it shine⦔
The site in question was written entirely in Hindi. Although John speaks multiple languages including German and English, he doesn’t speak Hindi.
This could indicate that either he is able to utilize a sensitive ability that nobody knew existed, or simply that someone who is skilled enough can identify low-quality content even if they don’t know the language.
Sometimes it's worthwhile to check in their help community and get feedback from the folks there, specially for your site. If it's the site in your profile, it might be worth also getting rid of all the rewritten filler content, if you're trying to make it shine…

Is this really magic? Naaahhhh. John explained that there is no magic ability necessary to hone this power.
Pedro Dias, who used to work on the Google spam team, said one could use Google Translate as a way around not knowing any languages.
Darnit! He exposed my own tool that I have been known to use in the past when “speaking” other languagesβ¦ π

John confirmed he has this special ability. But in this case, he didn’t necessarily use it. Looking at content back about a month showed that it was full of English posts anyway, tipping him off that it was spam:
I mean, sometimes you can recognize spam / low-quality-site patterns from 1.6km away, regardless of the language. In that particular case, it's just that once you paged back a month, it was full of English posts. Sometimes you just have to peek behind the curtain π
